HEC to Develop Two Universities in Islamabad

The Capital Development Authority CDA has granted land to the Higher Education Commission HEC to facilitate the construction of two new universities in Sector I-17 of Islamabad. Challenges with Previous Land Grants
In 2007, CDA had allotted 250 acres in the Kuri area to HEC for university development. However, disputes over land possession prevented the transfer, causing delays in the establishment of the institutions.
New Site Allocation in I-17
As part of the newly launched Margalla Enclave Housing Project in I-17, CDA has reassigned land originally designated for government educational institutions in Kuri to this sector. A CDA official confirmed that, following approval from both the CDA Board and the federal government, Sector I-17 has been designated for educational establishments, including universities.
HEC’s Pursuit of Alternative Land
Initially, HEC had plans to develop the University of Engineering, Sciences, and Technology on 250 acres, with 35 acres reserved for the National University of Law. However, due to persistent possession challenges, these projects could not proceed. HEC is now actively seeking either the originally promised land or an alternative site. Discussions with CDA are expected soon to finalize the arrangements.
Future Development and Utilization of Land
CDA has assured HEC of the provision of land in I-17, similar to how land has been allocated to the Federal Investigation Agency and other government bodies. Additionally, HEC officials emphasized the need to secure their properties in commercial areas such as G-11 and I-8, which remain undeveloped. CDA originally acquired 3,200 acres in Kuri, Mojohan, and Rehala in the 1970s but faced resistance in taking full control. Recently, in partnership with DHA, CDA acquired 10,000 Kanal for the Margalla Enclave project, where CDA will receive 55% of the developed plots while DHA oversees execution.
