HEC Bans Colleges & Institutions Affiliating to Universities

Higher Education Commission HEC has recently announced a comprehensive ban on public sector universities from affiliating new colleges and institutions, including programs. This move is aimed at safeguarding the quality of education across the country. The students are asked to get fresh information of HEC Bans Colleges & Institutions Affiliating to Universities.

Affiliation Policy Review for Enhanced Standards

The decision comes as part of HECs ongoing review of the Affiliation Policy/Criteria, with the primary goal of elevating the standards of higher education in Pakistan. HEC has expressed concern over certain public sector universities that have been affiliating colleges and institutions without adequate infrastructure, faculty, and support facilities, contrary to HECs clear directives.

Immediate Cessation of New Affiliations

In light of the issues identified, all public sector Higher Education Institutions HEIs with the authority to grant affiliations are promptly directed to cease offering new affiliations to any college, institution, or programs until the revised criteria are issued by HEC.

Extension of Existing Affiliations with Conditions

While new affiliations are put on hold, public sector HEIs may proceed with extending affiliations for existing programs and colleges/institutions. However, the renewal process must include an HEC nominee as part of the Affiliation Committee to ensure compliance with the quality standards.

Withdrawal of Affiliation-related Advertisements

Public sector HEIs are required to promptly withdraw any advertisements related to granting affiliations that have been published in print and social media. This step aligns with the ban on new affiliations and aims to prevent any miscommunication or confusion.

Consequences of Non-compliance

Failure to adhere to HECs directions will result in the non-recognition and non-attestation of degrees issued by the non-compliant HEIs. HEC will be compelled to initiate appropriate actions following the Standard Operating Procedures SOPs to ensure the integrity of the educational system.

HECs Authority under Legislation


HECs authority to establish policies and guiding principles for HEIs is granted by Ordinance No. LIII of 2002, along with subsequent Amendment Acts. Section 10-1a empowers HEC to promote the socio-economic development of Pakistan through its policies, while Section 10-1d enables HEC to prescribe conditions for the operation of institutions, including those not under the state educational system.
