English Exam Criticized as Unfair Filter

The minister expressed concern that many competent students are excluded from the civil service solely due to underperformance in the English language paper. He argued that equating fluency in English with merit is flawed, saying, “If English was truly the measure of capability, our civil service would rank among the best globally.”

Labeling English as a source of social inequality, he emphasized that allowing Urdu would encourage broader participation and promote fairness. The minister maintained that offering the national language as an option would strengthen unity, enhance inclusivity, and recognize Urdu’s cultural and constitutional significance.

During the meeting, the minister also highlighted the urgent need to revamp the bureaucratic system, which he described as outdated and misaligned with present-day challenges. He pointed out that the framework in place since 1973 no longer addresses the evolving needs of Pakistan’s institutions or society.

 

Professional Expertise and Private-Sector Models Encouraged

In support of innovation, the minister advocated for a cluster-based recruitment model, enabling specialists from varied professional domains to enter the public sector. He also endorsed the integration of corporate management practices to improve effectiveness and service delivery within government operations.
